Scoring the highest among India's neighbours, Sri Lanka is placed at no. 57, with an overall score of 6.61.
The island nation, which is waging a war against the Liberation Tigers of Tamil Eelam, fares quite well in the category of political culture. Ironically, Sri Lanka scores quite high in the category of civil liberties, in spite of facing regular allegations about rights violations of its Tamil population.
However, Lanka scores only 4.64 in government functioning. The Economist Intelligence Unit also considers Sri Lanka among the nations 'with a very high risk of social unrest'.
