Kalam's vision of global space mission focused on large scale societal missions, low-cost access to space, comprehensive space security and exploration through international cooperation.
Kalam called upon nations with space-travel technology to work jointly, making use of core competencies of each of the countries for developing such vehicles. He also wanted global efforts to establish space satellite service stations as permanent international facility to help future missions.
He suggested the IAC set up international teams to consider and recommend establishment of World Space Council, which would monitor implementation of the global space mission.
