Pakistan scored pretty low -- 2.4 in both the years. The combative Indian neighbour has been constantly plagued by corruption ever since its independence. Although India itself suffers from rampant corruption, in Pakistan the situation is much worse. Twice as bad, in fact. It ranks a poor 138.
