"Dr B R Ambedkar suggested an exchange of populations at the time of Partition," he says. "But Gandhi's opinion was that even after the creation of a Muslim state, Muslims should be allowed to stay in India.
"The Indian government opposed the payment of Rs 55 crore to Pakistan because its tribals had invaded Kashmir. It said it would pay only when the Pakistanis withdrew.
"Gandhi thought himself to be the sole arbitrator when it came to Hindus and Muslims. So he asked our government to pay Rs 55 crore.
"It was like saying: 'Feed my baby or I will die'." It was then that they felt, he says, that "you will not die of a hunger strike, but you will die of bullets."
