Israeli defence officials said the offer was made only because it suited the interests of the terrorist organizations.
They have ruled out any halt to the air strikes and land operations against Palestinian targets, even temporarily.
In a related development, two Palestinian militant groups on Monday denied making any offer to suspend suicide attacks in Israel.
The Al Aqsa Martyrs Brigades and the Return Brigades, both connected to Palestinian leader Yasser Arafat's Fatah movement, denied that they had made any such offer.
The offer was reportedly made in a joint statement along with two other militant outfits - Hamas and Islamic Jihad.
