The self-style president of 'Khalistan' Jagjit Singh Chauhan arrived in India on Wednesday morning.
Chauhan travelled to Delhi by a British Airways flight and landed at the Indira Gandhi International Airport in the early hours.
A Punjab police team was waiting for him at the airport. However, he was not formally arrested as his petition for anticipatory bail was pending before the Punjab and Haryana High Court.
Chauhan was likely to travel Chandigarh on Wednesday evening along with his advocate.
The Punjab government is playing down his arrival in India as it is still awaiting instructions from the Centre on how to deal with the issue.
However, top officials of the Union home ministry also chose to be mum on Chauhan's arrival.
Chauhan had been living in exile ever since he fled the country in the late seventies. He had recently expressed a desire to return to India and had moved the Punjab and Haryana High Court seeking permission to travel to India.
The court had accepted Chauhan's plea and instructed the government to provide him with travel documents as his passport had been revoked.
Earlier, the Centre had allowed Hashim Qureshi, hijacker of an Indian Airlines plane, to return to India.
Qureshi is now lodged in the Srinagar jail.
There is a case pending against Chauhan in Anandpur Sahib in Punjab where he had set up a radio station to propagate his views. He had also printed and distributed the currency of the so-called 'Khalistan'.
