The Hyundai Motor Company scandal highlights the level of corruption in South Korea. Chung Mong Koo, chairman of Hyundai was arrested on charges related to embezzlement and other corruption in 2007 and sentenced to three years of prison.
Korea has a rank of 4.64 on the corruption index.
Corruption is encouraged by non-transparent rulemaking and law formulation; exclusionary social, political, and business structures; and insufficient institutional checks and balances, says the Heritage Foundation study.
