The Cellular Operators Association of India on Monday clarified it had no intention of 'suing' the Telecom Regulatory Authority of India on its recent move to release a consultation paper on unified licensing regime.

"At the outset, we would like to clarify without ambiguity that the cellular industry neither has had nor is having any intention of suing the Authority on consultation paper," COAI Director General T V Ramachandran said in a letter to TRAI Chairman P Baijal.

COAI has, however, raised a number of issues relating to the release of the consultation paper, including timing and scope of the proposed regime of unifying licences.

The Association has questioned the narrow scope of unified licence involving unifying fixed and cellular licences, "which leads to speculation and concern that this move is intended to favour fixed line service operators and their disputed WLL licences."

Last week, TRAI had hit out at cellular operators' reported move to sue it over initiation of consultation process on unified licensing regime, saying it was 'surprised' that just the consultation paper could evoke such a strong response.
