Drugs manufacture, sale licence to be valid for 5 years

In an attempt to stagger the workload, the validity for licences for manufacture and sale of all drugs and cosmetics has been extended from two to five years.

In amendments to the Drugs and Cosmetics Rules, 1945, the health and family welfare ministry has also specified fees for various licences for manufacture and sale of drugs and cosmetics granted by the state licensing authority.

The licence fee for wholesale and retail sale of drugs for five-year period has now been fixed at Rs 1,500, says a department release.

For small retailers, having restricted sale licence as well as for sale of drugs through motor vehicles, the licence fee will be Rs 500. The licence fee for homeopathic medicines has been kept at Rs 250.

The fee for the licence for manufacture of drugs has now been fixed as Rs 6,000 for five-year period.

In addition, Rs 1,500 will be charged for inspection of the premises prior to the grant or renewal of licence. In the case of licence for re-packing the drug, the fee has been fixed at Rs 500, while for manufacture of cosmetics the fee will be Rs 2,500.

In the case of allopathic drugs and cosmetics, it is also proposed to place a cap on the number of items, which can be included in the licence for the fee charged.

Accordingly, 10 items of each category of drug or cosmetics categorised in Schedule M, M-II and M-III will be covered within the prescribed fee and further fee will be charged for any additional item. For homeopathic medicines, licence fee for manufacture has been pegged at Rs 200 only.

Licence fee for testing labs for testing Schedule C and C-I drugs has been revised to Rs 6,000, while for testing other drugs, the few will be Rs 1,500 only.

The notification will come into operation with immediate effect, said an official release. All old licences, which are due for renewal will continue to be valid till the date of their expiry. Renewal of licences will however be taken up only according to the new rules for the revised period of five years.
