DGAD moots anti-dumping duty against ChinaThe anti-dumping authority has recommended an anti-dumping duty of $213.37 per metric tonne on all imports of an inorganic chemical, strontium carbonate, from China. The Directorate General of Anti-dumping and Allied Duties under the commerce ministry on the basis of a petition filed by TCM Ltd, had initiated an investigation for the period April-March 1999-2000. In its final findings the authority said: "The domestic industry had suffered material injury by way of decline in its market share and financial losses due to the depressed net sales realisation on account of price depression caused by low landed prices of the dumped subject goods." The DGAD in its investigation noted that the capacity utilisation declined from 33.05 per cent in 1998-99 to 15.92 per cent in the period of investigation while the production of the domestic industry dipped to 159.25 metric tonne in the POI from 350.55 metric tonne in 98-99. Similarly, the market share of the domestic industry declined from 16.1 per cent in 1997-98 to 3.84 per cent in the POI, while the subject country increased its market share from 54.23 per cent to 71.28 per cent in the same period, it said. The product, strontium carbonate, is an inorganic chemical in white powder and granular form which is used in the production of hard ferrite and colour TV glass shells. The DGAD had in November 2000 recommended a provisional anti-dumping duty of $291.76 per metric tonne on all imports of the chemical from China.
