DGAD initiates anti-dumping investigations against 7 countries

The anti-dumping authority has initiated anti-dumping investigations against imports of Biaxally Oriented Poly Propylene Film from seven countries including Taiwan, Indonesia, Oman and Singapore.

The Directorate General of Anti-dumping and Allied Duties, under the Ministry of Commerce and Industry will investigate alleged dumping of BOPP by these countries during the period April 1999 to September 2000.

Other countries covered under the investigation include Hong Kong, UAE and Thailand.

The investigation is being conducted on the basis of a petition filed by BOPP Film Producers Association on behalf of the domestic industry. The petitioners had requested the DGAD to proceed against alleged dumping of BOPP from China along with the seven other countries.

However, DGAD in its initiation notification said, "the import volume from China during period of investigation is minimum and hence no action initiated against that country".

BOPP film is a high performance biaxially oriented, special film made from poly propylene. It is produced in a wide variety of forms and types, which are employed for large range of end-use applications. It can be produced as commodity type and speciality type.

"The various parametres relating to injury such as quantum of imports, market share, import price from subject countries and various indicators affecting domestic industry such as production, capacity utilisation and price undercutting indicate domestic industry has suffered material injury on account of dumping," DGAD said.
