Godbole panel recommends trifurcation of MSEB

The Madhav Godbole-headed energy review committee's second report on the reforms and restructuring required to bring the Maharashtra State Electricity Board out of the red recommends the trifurcation of the state electricity board into generation, transmission and distribution segments.

The committee has also recommended the privatisation of some of these segments and rationalisation of agricultural tariffs.

The report is to be submitted to the state government on Wednesday. Godbole said he would submit the report once the government gave him permission to do so.

The 100-page report (excluding annexures) aims at ushering in greater operational efficiency and cutting transmission and distribution loss. The current T&D loss of the electricity board is pegged at 40 per cent on the basis of a sample survey of 1,300 consumer points (meters).

It is expected to shoot up further when a more scientific method of sampling is employed, a senior government official said.

The official said: "The pattern of trifurcation and subsequent attempts to privatise the distribution and transmission of the state electricity board being pursued by five states, including Orissa and Bihar, formed part of the committee's study. This is not to say that the California model of privatising the generation segment of power was not also considered."

He added the committee had considered many models, but its recommendation for MSEB would be based on the requirements of the state.

MSEB supplies power at almost negligible cost to 12 million subscribers and this imposes a huge financial burden on it. The report may, therefore, suggest a hike in the tariffs.

The committee felt that steps like the stringent disconnection drive and taking severe action against erring MSEB officials being already undertaken would go a long way in reducing the theft of electricity.
