Dutt represented Mumbai North West in 1984, 1989, 1991 and 1999.

He did not contest in 1996 and 1998 because he reportedly promised Shiv Sena chief Bal Thackeray, who helped son Sanjay Dutt in the 1993 Mumbai blast case -- that he would not do so.

Shiv Sena candidate Madhukar Sarpotdar was elected from Mumbai North West in those two elections.

When Dutt returned in 1999, he defeated Sarpotdar easily, by 85,539 votes.
