People's Democratic Party chief Mufti Mohammed Sayeed arrived in New Delhi on Friday evening to hold talks with Congress president Sonia Gandhi over the issue of government formation in Jammu and Kashmir.
Earlier in Srinagar, he said, "Both forces have to come together to meet the aspirations of the people of the state, and I am hopeful of the meeting."
He said the common minimum programme should be based on the aspirations of the two parties, and reconciliation for a good government for the people.
Meanwhile, Congress leader Mangat Ram Sharma said in Jammu that his party could form a coalition government with the support of independents and other small groups.
The Congress-led coalition government would have 40 legislators, four less than the half way mark of 44, he said.
