Notification issued for 2nd phase of elections

The process for the second phase of the 13th Lok Sabha elections spread over 123 constituencies in eight states was set in motion today with the President issuing the notification for the September 11 polling.

However, today's notification will actually cover only 103 constituencies in seven states as the elections in 20 constituencies in Kerala, which will also go to the polls on September 11, have already been notified on August 11. Separate notifications were issued by the respective state governors for the second phase of assembly polling in Andhra Pradesh (105 constituencies), Karnataka (104) and Maharashtra (144).

Today's Lok Sabha notification covers the states of Andhra Pradesh (15 constituencies), Jammu and Kashmir (2), Karnataka (13), Madhya Pradesh (14), Maharashtra (24), Rajasthan (15) and Tamil Nadu (20). All these states, apart from Andhra Pradesh and Jammu and Kashmir, will have a two-day poll on September 5 and 11. Andhra and Jammu and Kashmir are to have a three-day poll on September 5, 11 and 18.

The notification paves the way for the filing of nominations in these constituencies till August 24. Scrutiny will take place on August 25 and the last date for withdrawals would be August 27. Campaigning would end on September 9, 48 hours before the day of polling. Counting would be taken up on October 6.

The notification for the first of the five-phased general elections was filed on August 11, covering 146 constituencies in ten states and six union territories. Goa, Gujarat, Haryana, Punjab, Chandigarh, Pondicherry, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Daman and Diu and Delhi, will have a one-day poll. Fifteen Lok Sabha constituencies in Karnataka, 24 in Maharashtra, ten in Rajasthan, 19 in Tamil Nadu, 13 in Andhra Pradesh and two in Jammu and Kashmir would also go to the polls in the first phase.

Separate notifications were also issued on August 11 for the first phase of assembly elections in Karnataka (120 constituencies), Andhra Pradesh (91) and Maharashtra (144).

The notification for the third phase of polls on September 18 covering 79 constituencies will be filed on August 21. The fourth phase on September 25 covering 74 constituencies would be notified on August 30. Two notifications would be issued for the fifth and last phase on October 3. While the first notification covering 11 constituencies in Orissa would be issued on September 3, the notification for the remaining 110 constituencies would be issued on September 7.

The entire poll process would be completed by October 10.

A Bhopal report said byelections to Guna, Manawar and Alirajpur (ST) assembly seats, which fell vacant following the death of three Congress legislators, will be held along with the Lok Sabha polls.
