Annan calls for sustained effort to fight terrorism

United Nations Secretary General Kofi Annan has called on all nations to make united and sustained effort to fight the scourge of terrorism while working harder to find a political settlement to the conflict in Afghanistan.

"To defeat terrorism, we need a sustained effort and a broad strategy that unites all nations and addresses all aspects of the scourge we face," he said his first reaction of the American air strikes against Taleban targets.

"The cause must be pursued by all states of the world, working together and using many different means - including political, legal, diplomatic and financial means," he said.

But he cautioned that people of Afghanistan cannot be held responsible for the acts of the Taleban regime.

Pointing out that they are in desperate need of aid, he said the UN has long played a vital role in providing humanitarian assistance to the Afghan people and 'it is my hope that we will be able to step up our humanitarian work as soon as possible'.

Justifying the US action in Afghanistan, he said the Security Council had reaffirmed the 'inherent' right of individual and collective self-defence in accordance with the Charter of the United Nations and had expressed determination to combat by all means threats to international peace and security.

"The states concerned have set their current military action in Afghanistan in that context," he added.

He also said the UN is actively engaged in promoting the creation of a full representative, multi-ethnic and broad-based government in Afghanistan.

Annan had recalled former Algerian Foreign Minister Lakhdar Brahimi to work as his personal representative in Afghanistan in which capacity he is expected to play a role in assembling a government if the Taleban is removed.
