The security situation in the northern Afghan city of Mazar-e-Sahrif is "fragile but improving", paving the way for the return of international relief personnel, the United Nations said on Friday.
All UN offices in Mazar -- except for the one belonging to the UN International Children's Education Fund -- had been "rendered non-functional" by looters. UN vehicles in the city had also been taken, chief UN spokesman Fred Eckhard told reporters.
Based on the report of a seven-member assessment team, which visited the city on Thursday, he said, "The situation in Mazar is fragile but improving."
"The team held talks with Abdul Rashid Dostum of the Northern Alliance and other officials on the progressive return of UN personnel," he said.
He said protection of civilians and the condition of the internally displaced in Mazar-e-Sharif was a matter of concern, "reminding the authorities that the eyes of the world are on them right now".
