British Prime Minister Tony Blair has advised caution in the next phase of war on terrorism when Sudan, Somalia and Iraq are likely to be targeted.
He, however, added that the allies of the US agreed with Defence Secretary Donald Rumsfeld's assessment that the job was not complete.
"Actually what Donald Rumsfeld is saying is exactly what everyone else is saying, which is that because we have shut down the Al Qaeda network in Afghanistan it doesn't mean it is shut down around the world," Blair said.
Some senior officials in President George W Bush's administration have suggested the campaign could be extended to Sudan, Somalia and Iraq.
British Defence Secretary Geoff Hoon on Wednesday announced that a multinational force of between 3,000 and 5,000 troops would be deployed in Kabul and led for the first three months by Britain, which will contribute up to 1,500 troops.
