Slamming the last five-year-"jungle raj" as unparalleled in the history of the country when the people got nothing but stones, statues and memorials, Uttar Pradesh Governor B L Joshi on Monday said the new government has formulated an agenda of development for the state.
"This state has witnessed corruption, atrocities on innocent people and jungle raj unparalleled in the country's history during the last five years", the governor said in his address to the joint session of the state legislature.
The people got nothing accept stones statues and memorials. Owing to political degradation, several incidents took place which brought shame to the state...my government has formulated the agenda of development to take the state ahead on the path of progress in place of the plundering rampant in the last five years", Joshi said.
"The people are pinning their hopes on the government for infrastructure facilities like roads, water and electricity and not for statues", the governor said.
Establishing peace and mutual goodwill by streamlining the law and order situation in the state was the top priority of the government, Joshi said.
The government's other priorities included fulfilment of the ruling party's election manifesto that promised to give unemployment allowance, provide laptops and tablets to 12th and 10th pass students, restart the Kanya Vidyadhan Scheme for girls, increase farmers' accident insurance scheme amount from Rs 1 lakh to Rs 5 lakh, he said.
Claiming the earlier government was non cooperative and people were unable to convey their sufferings, the governor said, the new government has made arrangements for the people to directly meet the chief minister through Janta darshan.
Emphasising the new government was committed to socio-economic development of farmers, he said, lack of
preparation by the previous government was adversely hampering the wheat purchase that was currently on.
Claming the previous government for not properly implementing the Bundelkhand package, Joshi said the new government has reviewed the schemes for improving irrigation potential among others to benefit the region.
The governor said that industrial infrastructure is among its main priorities and it would make the private sector a partner in implementation of projects.
Besides the Dadri, NOIDA and Ghaziabad investment region in western Uttar Pradesh, investment zones -- one each in Purvanchal and Bundelkhand -- will also be set up in cooperation with the Centre.
Lamenting that the state had no industrial policy in the past three years, he said, the new government would bring in a development oriented industrial policy and also extend maximum facilities to exporters.
Accepting that there was a need to work on a war footing on the power sector, Joshi said, availability of power to 20 hours in the rural areas and 22 hours in the urban areas would be the priority of the government.
For improving the traffic movement, the DMRC has prepared a DPR of Rs. 12,500.00 crores for a total length of 37.5 kms under the Lucknow metro project.
The government has also proposed to extend all facilities to 17 backward castes of the state by including them in the list of scheduled castes.
For the welfare of minorities it is planned to benefit maximum number of students by setting up coaching centres for civil services among others, he said.
Stating the earlier government's plan of selling government medical colleges would be cancelled, the governor said, special arrangements would be made in the medical colleges of Gorakhpur and Jhansi to treat Japanese encephalitis and other child diseases.
The address mentions that all necessary steps would be taken to get 10 per cent growth rate in the 12th five year plan besides adopting methods to reduce the gap of regional imbalances and 50 per cent gap in per capita income of the state and the country at present.
