Stagg, currently Director General of Corporate Affairs in the Foreign and Commonwealth Office, will succeed Sir Michael Arthur.
He will take up his new appointment in September, it was officially announced in London on Wednesday.
A veteran diplomat, Stagg had also served as UK Ambassador to the Czech Republic.
