Forty-four Indian Administrative Service officers of the 1982 batch have been empanelled as additional secretaries to the Government of India.

However, only once officer each from Tamil Nadu and Andhra Pradesh has been elevated.  The maximum number of officers that have been promoted –six each -- are from Bihar and Uttar Pradesh.

Insiders say that a drastic slashing down of the empanelment is due to the bad approach and the policy of United Progressive Alliance 2
for the past eight years. Most of the senior secretaries to the Government of India are made as scapegoats by being deployed in Tihar Jail. This scare has set in amongst officials serving in high positions in sensitive infrastructure ministries.

However, a study undertaken by a policy research outfit indicates that disenchantment and disgruntlement have set in the All India Service.

Therefore, none of the officers want to move to Centre.
