No extradition pact, Pakistan to India

Pakistan has shot down India's proposal for an extradition treaty, according to sources.

Union Home Secretary Dhirendra Singh had mooted the proposal during his meeting with his Pakistani counterpart Tariq Mahmood in Islamabad on August 11-12.

India had emphasised on joint efforts to check the growth of criminals operating without any boundaries.

The Pakistani side showed no inclination to prepare any groundwork for the treaty, saying the time for such a step had not come.

The talks were part of composite dialogue process between India and Pakistan, to be reviewed by the two foreign ministers -- Natwar Singh and Khursheed Mahmood Kasuri -- in New Delhi early next month.

India has already submitted a fresh list of 25 criminals, which include Dawood Ibrahim, seven accused in the hijacking of IC-814 and others.

The Pakistani side showed complete ignorance about the list, the sources said.

India also proposed extending mutual legal assistance in criminal matters but the suggestion was turned down.
