Independent MLA from north Kashmir, Engineer Rashid, whose resolution for clemency to Parliament attack convict Afzal Guru could not be taken up for discussion last year has again submitted the resolution for being included in the business of the budget session of the Jammu and Kashmir assembly.

The budget session of the legislature is scheduled to begin in winter capital Jammu from February 23.

The resolution seeking clemency for Guru could not be tabled in the autumn session of the assembly because of ruckus created by the Congress and Bharatiya Janata Party members over the issue of corruption.

Besides seeking presidential clemency for Guru, the resolution this time also seeks inclusion of the Muzaffarabad based militant conglomerate, United Jihad Council in the dialogue process apart from separatist All Parties Hurriyat Conference and the elected representatives.

"The dialogue process will be meaningless as long as UJC is not included in the process," Rashid said.
