Over 3 lakh evacuated as Cyclone Titli inches closer to Odisha

Odisha Chief Minister Naveen Patnaik on Wednesday said around 3 lakh people have so far been evacuated from the coastal areas of the state in view the very severe cyclonic storm Titli.

After holding the second review meeting at the office of the Special Relief Commissioner (SRC) during the day, he said, "If required, more people will be evacuated to safer places."

 

Stressing on the government's 'zero casualty' disaster management policy, Patnaik said, "The state government has been closely monitoring the situation. The district collectors are already on high alert."

Evacuation was carried out in the five coastal districts of Ganjam, Puri, Khura, Jagatsinghpur and Kendrapara.

The state government's decision to go for massive evacuation drive was taken following an IMD forecast about a tidal surge of about one metre during the landfall of the cyclonic storm Titli at 5 am on Thursday.

According to official sources, 9,83,642 people were evacuated when Cyclone Phailin hit the state in 2013 and 2,55,042 people were shifted to multi-purpose shelters during Cyclone Hudhud in 2014.

The state was also hit by Cyclone Daye last month, but its intensity was low.

The review meeting, attended by Chief Secretary A P Padhi, SRC B P Sethi and others, also took stock of the state's preparedness for the possible floods due to heavy to very heavy rainfall under the influence of the cyclone.

Patnaik directed the authorities to closely monitor the possibility of flood situation also.

Water resources secretary P K Jena said though there has been no such flood situation right now, the government has been keeping an eye on rainfall in Bansadhara and Rushikulya river basins in southern parts of the where the cyclone is likely to have more impact. 

The India Meteorological Department said rainfall would be accompanied by gale wind speed reaching 140 to 150 kmph and gusting to 165 kmph along and off Odisha and north Andhra Pradesh coasts.

Patnaik also ordered closure of all schools, colleges and anganwadi centres on Thursday and Friday in view of IMD's forecast of heavy to very heavy rainfall across the state.

The college student union elections, earlier scheduled to be held on Thursday, have been cancelled.

"By Wednesday afternoon, as many as 50,000 people, mostly in Ganjam and Puri districts, have been evacuated," an official at the Special Relief Commissioners (SRC) said, adding the evacuation process was on full swing in 17 blocks of Ganjam district.

Chief secretary A P Padhi said immediate evacuation was launched in view of the IMD forecast of a tidal surge of about 1 metre during landfall of very severe Cyclone Titli.

"Right now, we cannot say the exact number of people to be shifted, but all those living in vulnerable areas are being taken to safer places. We have 836 shelters ready to house the people," deputy SRC Pravat Kumar Mohapatra told PTI.

The chief secretary said the National Disaster Response Force and Orissa Disaster Rapid Action Force personnel have been positioned in vulnerable districts.

"We have not yet sought help of Army. If required we may go for it," Padhi said.

An East Coast Railway (ECoR) official said train services will remain suspended between Khurda Road and Vizianagram from both directions after 10 pm on Wednesday till further notice.

At least six trains were cancelled, three were short terminated and around ten trains passing through ECoR were diverted, he said.

The IMD said Cyclone Titli has moved at a speed of about 18 kmph in the last six hours over west-central Bay of Bengal and lay centred at about 230 km south-southeast of Gopalpur in Odisha.

The storm is likely to move north-northwestwards and cross Odisha and adjoining north Andhra Pradesh coast between Gopalpur and Kalingapatnam around 5.30 am on Thursday morning, it said.

Thereafter, the cyclone is likely to re-curve north-eastward, move towards Gangetic West Bengal across Odisha and weaken gradually, H R Biswas, director of the meteorological centre in Bhubaneswar, said.

While several areas in coastal Odisha were lashed by rain on Wednesday, the IMD has forecast 'heavy to very heavy rainfall' at several places and 'extremely heavy rainfall' at isolated areas till Thursday under the impact of the 'very severe' cyclonic storm.

Districts like Ganjam, Gajapati, Puri, Jagatsinghpur, Kendrapara, Khurda, Nayagarh, Cuttack, Jajpur, Bhadrak and Balasore are likely to receive heavy to very heavy rainfall till Thursday, the IMD said.

It also forecast heavy to very heavy rainfall for Kandhamal, Boudh and Dhenkanal districts from Thursday.

The sea condition is very high over west-central Bay of Bengal. It is very likely to be phenomenal over the west-central and the adjoining north Bay of Bengal and along and off the south Odisha coast till Thursday, it said.

Storm surge of height of about 1 metre above astronomical tide is very likely to inundate the low-lying areas of Ganjam, Khurda and Puri districts, it said.

The IMD advised total suspension of fishing operations and shifting of coastal hutment dwellers to safe places.

Fishermen along the Odisha coast, and central and north Bay of Bengal were advised not to venture into sea till Friday.

In view of adverse weather conditions, the IMD has also advised hoisting of local warning signal LW-4 at all ports of Odisha.

Special Relief Commissioner (SRC) B P Sethi said the Odisha government was prepared to face possible floods in view of the heavy rainfall across the state.

Sethi said the state government has already informed the Air Force and Indian Navy about the situation and may take their help if required.

Around 300 motor boats have been arranged to assist in rescue operation as there is a likelihood of flood situation due to possibility of heavy rains till October 11.

All the 836 cyclone and flood shelters have been kept in a state of preparedness, while adequate relief materials arranged, the SRC added.

North coastal AP on high alert

A high alert was sounded on Wednesday in north coastal districts of Andhra Pradesh, officials said.

Fishermen have been warned not to venture into the sea as gale speed winds are expected under the impact of the cyclonic storm, the State Disaster Management Authority in Amaravati said.

"The very severe cyclonic storm will continue till 11.30 am on October 11 and the wind intensity is going to be 140-150 kmph, gusting to 165 kmph.

"The storm will cross near Srikakulam of north coastal Andhra Pradesh," the SDMA said.

Widespread damage to properties was a possibility, it warned, adding a storm surge about one metre higher than astronomical tide was likely to inundate low-lying areas in Srikakulam district.

A team of the National Disaster Response Force (NDRF) was positioned in Srikakulam district, while three more were kept on standby in Visakhapatnam.

An SDRF team was stationed in Vizianagaram district and one each was on standby in Visakhapatnam and East Godavari districts, officials said.

A South Central Railway release said Secunderabad-Howrah Falaknuma Express has been diverted to run via Kazipet, Balharshah, Nagpur, Bilaspur, Tatanagar and Kharagpur.

The State Disaster Management Authority has set up a toll-free telephone no. 18004250101 at its Emergency Operations Centre to assist people in distress, while control rooms have been opened in the three north coastal districts.

"We have put the respective district authorities on high alert. Advisories have also been issued to people to stay safe and remain mostly indoors in view of the very severe cyclonic storm.

"Necessary precautionary measures are being taken," state Disaster Commissioner M Seshagiri Babu said.
