Railways taking steps to compensate Mumbai train blasts victims

The railways has taken steps for swift monetary compensation to the victims of terror attacks in Mumbai's suburban trains in July 2006, railway ministry officials said.

About the delay in settling the claims in the serial blasts case, the officials said it was largely due to procedural complexities coupled with one-year waiting period for filing claims.

Of a total of 1,060 victims in the blasts on July 11, 2006, 187 persons died, 555 were grievously injured and 318 suffered minor injuries.

The railway minister had announced an ex-gratia of Rs 5 lakh for death cases, Rs 50,000 in grievous injuries and Rs 10,000 for minor injury cases. The ministry paid ex-gratia in 1,045 cases and only 15 cases are pending because of incorrect addresses, the officials said.

However, since there is a provision for one-year time limit for filing claims in tribunals, 735 blast-related cases were filed till July 10, 2007. So far, 250 cases have been disposed of.

"However, we have taken certain steps to dispose of the rest of the cases. As against one week sitting in a month by the tribunal, it has been doubled to two weeks," the officials said.

A second medical board has also been formed to speed up the medical reports for submission to the tribunal.

However, no definite time frame can be set for finalisation of the pending cases, they added.
