President gives assent to Rural Employment Bill

The ambitious legislation seeking to provide jobs in rural areas has received Presidential assent, paving the way for provision of at least 100 days of guaranteed wage employment in a year to every household.

The National Rural Employment Guarantee Act, 2005, will be applicable to whole of India except Jammu and Kashmir, an official release said.

It said that every state government shall within 6 months from the date of commencement of the Act, by notification, make a scheme for providing the employment and the minimum wage fixed by the state shall be considered as the wage rate applicable to that area.

Job guarantee Bill needs more teeth

It also said that an applicant would be entitled to a daily unemployment allowance if not provided such employment within 15 days of receipt of application and the state government will bear the full cost of unemployment allowance.

The Act also provides that the Centre will constitute a Central Employment Guarantee Council which will evaluate and monitor the system.
