Suggestions:Respected Sir, You will agree that 80% of India's population depends on agriculture for their income. Now, since agriculture income is exempted from Income Tax it straight away means that the remaining 20% of the people are paying taxes for the rest of 80% people also. From these 20% people, more than 15% people are salaried people. It meanse that these 15% salaried people slog day and night just to pay taxes for their 80% counterparts who are easily earning from agriculture and are not paying any taxes. I would like to draw your attention to the fact that we salaried people are only Middle class people who have to pay all types of taxes, direct and indirect and also since we are staying in metro cities we have to bear the brunt of High cost of living in metro cities. Also, day by day the inflation is going up. Taxes from all quarters are going up, i.e. Central as well as State taxes. What sin have we people committed to bear the tax burden of the whole country??? I would kindly request you to spare us and give a thought for salaried people and kindly spare us from further taxes. Hope you will consider our request. Regards Haresh S Narang

Suggestions:Respected Sir, Our country has entered the Information Technology age. We have to upgrade our knowledge every time a new software/technology is brought to India. To upgrade our knowledge, we have to join professional institutes like NIIT, Aptech, SSI, etc. These institutes charge no less than Rs.40,000/- per course. But as per the Income Tax rules, only Rs.25000/- is given as rebate for higher education or loans taken for higher education. We would request you to kindly increase this limit for higher education or to repay loans taken for higher education to Rs.50,000/- atleast so that we can upgrade our knowledge. Suggestions:Gujarat Earthquake-debris removal- dead bodoes location and their disposal must be the primary problem. Suggestions:Subject: Village Globalization Globalization of Indian economy finished almost an era. Some of the sectors like Information technology get real boost. But my question how it will help Indian economy? Though I am a software professional and my earning get real boost because of this IT boom. But when I went to a suburb area, I found most of the people still unaware of this thing. I did not find any thing wrong behind this unawareness. This is very much true an 35 years old father do not have time to upgrade his skill to accommodate himself in IT world. So IT has big opportunity but not for a mass people. Young generation really grateful to IT boom. But already those people, who have family responsibility, they did not go with this opportunity. But we can not deny this people from our society. They have lot of commitment to our society. Now I am going to a village. Suburb people don’t have time and village people don’t have that much of skill to upgrade himself to an IT professional. Because most of the villagers don’t have minimum qualification to spell ‘COMPUTER’. How they will learn IT skill. But they are foundation of Indian economy. They still provide most of GDP element of India. I do not think Indian government should think some thing innovative for these villagers. Globalization should not come for a small number people. It should have mass involvement. For this thing I have some suggestion. I know this suggestion is not full proof. And technically not correct. Because I am not an Economy student. But you can get some different view about the neglected villagers. When I went to a village I found some problems. 1. Most of farming land divided so many people that they do not have any control market economy. If there is one owner they try to be a land-lord. This land-lord don’t have any idea market economy. 2. Dispute among themselves sometimes makes them less productive. 3. Landless people don’t get minimum wages to survive. 4. They always sufferer from lack of technology. 5. They don’t have proper knowledge, which time good for what farming. 6. They don’t know how economy survives depending on their productivity. If you go to village you will so many negative things. Only things they know that is working hard. This will not solve all the above mention points. They need real good technical nurture who will give them proper way to work. So their hard work will not be futile. Suggestion ---------- My suggestion that Indian government should create an administrative body who can lease this land and give a proper company formation. Landowner will get a monthly/anuual annuity to serve his land to the Government. And farmers will get a monthly salary for working in the company. Since this government owned company governed by a group of technically good people, after certain period it will see a profit. When it will see a profit if government, thinks, can invite public to join in this company.

Suggestions:Honourable Finance Minister, The Income Tax Act grants deduction upto a maximum Rs.40000 u/s 80DD for maintenance and medical treatment of handicapped dependent. Considering the various costs involved in bringing up handicapped children who besides requiring physiotherapy,speech and occupational therapy and special schools allof which are pretty expensive,also require a decent amount on conveyance when the child is physically immobile. Suggestions:1. Have concrete plans for cutting down the government expenditure. One way of achieving this is to remove 50% of the unnecessary ministries and the ministers who are jobless. Also, the misued allowances and free telephone calls for the MPs and MLAs can be reduced. 2. Articulate vision statement for Indian Economy and plan the future budgets accordingly to achieve it. One vision statement for example, could be providing a deficit free budget 10 yrs down the line and the plans can be laid out from now on to achieve it.

If a person takes reimbursement of actual expenses...it is tax free ....which is great for elderly people.... but i feel that you should also provide for preventive causes like joining a health club because a young person like me....goes to the gym and keeps fit thereby not only reducing undesireable expenses but also adding more productive units to works....but then my salary slip will have no reimburesement for medical expenses and the medical allowance that is supposed to be a part of my salary will either go unutilized or the co. gives it to me in allowance form after deducting taxes..... you are thereby not only refusing me productive expenditure...but in fact you are taxing me for being healthy...if you feel this is wrong kindly correct the anamoly in the interest of our huge youth workforce...i.e. the people who will be carrying the burden of the expenses and debts incurred by the senior citizens and the govt... Currently Income Tax on the salary is very taxing especially When all the utilities like cost of power, water, foodgrain is increasingI request you to exempt all salary earners from Income Tax upto salary of say Rs.15000 per month. At least the dearness allowance on the basic pay should be made tax free as it is compensation for the increasing cost of leaving. Moreover why the fat allowances and salaries member of parliaments is exempt from the tax, infact they it should be brought under perview of tax net. Or else reduce inflation as envisaged in your electrol agenda of fighting "Bhook, Bekari aur Bhrashtar(corruption)" and give good governance. Expect some reply. Omkar

I would like the ministry to act in a phased manner that would not put the PSU employees under strain.The divestment will unlock the hidden assets of the PSU Jewels and realise much needed funds at good valuation given the stable capital markets. I would now request you to see any possibility of rationalising capital gains. Here I mean uniform structure of capital gains - (short term and long term). The Present 80K was adopted when the country had very less earning power. Now due to your open Policy many MNC's have come and started to give a higher salary. Suggestions:The budget should try to providing incentives to India's key strengths - intellectual & manpower resources. The historic focus on providing capital intensive industries protection should be dropped as it results in a waste of scarce financial capital of which India is short. It also boosts the input costs to the economy. i.e. reduce duties on raw material and commodity industries like plastics, steel and lower the input costs to Indian downstream industries. That way they can compete with cheaper Chinese imports, etc. and also increase employment. A small scale downstream industry employs 10 times more manpower that a large scale plant using the same amount of capital. Its about time the big industries became more efficient and made money through hard work rather than protection. Remove the inverted duty structures whereby duties on input commodities like steel plastics etc. but on end products are lower. How will capital goods or toy manufacturers survive if their input costs are higher than that for international competitiors ? Regards anand

Suggestions:Dear Finance Minister 1) Whenever there is a natural calamity or there is a need to raise additional resources, why is it that all Finance Ministers increase the rates of Income-tax only ? Why Cannot subsidies be reduced ? Why Cannot MP's allowances or even the constituency allowances be reduced ? Why Cannot the expenditure of the Government be reduced ? 2) I suggest that reduce the basic exemption limit to say Rs.30,000/- and a slab rate of 1% be introduced upto 60,000/- or say a flat rate of Rs.500/- could be charged for the income upto Rs.60,000/-. A minimum alternate tax should also be levied for all IT returns i.e., all IT returns should be accompanied by a minimum payment of say Rs.500/- in the case of individuals; .1% of turnover in case of business income; .25% in case of professionals and so on. This minimum payment can be in the form of TDS or tax payment. 3) The slab rates for individuals after the basic limit could be 10% upto Rs.100,000/-; 15% upto Rs.200,000/-; 20% upto Rs.500,000/- and thereafter 30%. Similar slabs could also be given for firms and companies. 4) Increase the limit for investment under Section 88 to Rs.100,000/- uniformly for all types of individuals and without any sub limits.

This is becoming a problem for the people, who were given loan after 01/04/1997 or so. Suggestions:Sir, The concessional excise concession of 40% on excise tarrif to SSI units are slowly killing those SSI industries which are making NON MODVATABLE products and are in the turn over range from 400 Lacs to 1000 lacs. The above exemption only curtails growth and awards incompetance apart from giving thrust to bad business practice like opening up of shadow mfg units without any investment in capital, workforce etc. We suggest that: (1) Either the Turn over based excise exemption limit be aboloished and the facility be given to all SSI units irrespective of the turnover. (2) or, The Benefit be reduced to 10% from 40% since the SSI exemption limit has been already raised to 100 Lacs by The PM. (the benefit of 7% on average excise duty of 16% is too much for other SSI units having turn over of over 300 lacs to counter.) (3) or, the units already avialing CENVAT benefit be deprived of the concessional excise duty benefit as done for few months in the past.

The players in the Stock Markets are either long term investors - who do not have too many transactions ; or speculators -- for whom 1 or 2 % should not make a difference -- they were used to paying some brokerage earlier too -- so the difference would by adjusted. By just getting the figures on the total amount of moneys involved in the daily transaction & if the govt. charges 1 - 2% of it & uses that amount towards the PM Relief Fund I feel that a good sum could be collected in a short time.
