None of the people suggested in this note of yours or even otherwise have substantially improved the way India will move in the 21st century. I think if this award so to say is not given --it might mean more than if it is given to people who have achieved things for themselves rather than for India. It might propel some of these achievers to perform for larger interests than they have been.

Vajpayee has put Indian interests above everything and been pursuing a policy that is practical and far-sighted. Although the Vajpayee government's achievements in the last 10 months is far from spectacular, it has given the country a feeling of security and purposefulness in the time of turbulence. Stringent action against ISI activities in India is a good example of this.
