Munde seeks streamlined administration
Maharashtra Deputy Chief Minister Gopinath Munde on Saturday sought effective measures to
simplify and streamline the administration to meet the new challenges.
Speaking at the chief ministers's conference, Munde said the states were ready to adopt new procedures and to remove bottlenecks in decision-making. He complained the current administrative system created inordinate delays due to outdated laws and age-old procedures.
Munde said there was a need for transparency in administration and the concept of right to information. Any legislative changes made to implement this concept of right to information will lead to greater transparency and accountability, he said.
He also called for a special drive to modernise government offices, providing them with the latest
electronic and telecommunication equipment to enhance their effectiveness. Greater use of information technology is essential not only to speed up the decision-making process but also to bring out transparency in administration.
''The framers of the Constitution envisaged that the legislature, the judiciary and the executive should play a complementary and supplementary role to each other in the national interest,'' he said, adding that recently, the way State organs functioned now, it was unclear "whether they are working in tandem or at cross purposes."
