The West Bengal, Kerala [Images] and Gujarat state governments have reacted  adversely to the "tone and language" of an advisory issued on 17 December by Home Minister P Chidambaram [Images] listing step-by-step measures they should undertake to secure their states against terrorism.

Tamil Nadu Chief Minister Karunanidhi is unlikely to attend the Chief Ministers Conference convened byChidambaram, on January 6, due to his fragile health.

In his four-page letter, Chidambaram, who took over after Shivraj  Patil resigned owning moral responsibility for the 26 November Mumbai [Images]  terror strikes, directed the state governments to immediately implement the proposals as there was "no need to lose time discussing  the matters".

"The state/union territory government shall with immediate  effect, establish a 24X7 control room to be manned by a young and  energetic officer of the rank of DySuperintendent/SP in each shift...The chief minister and the home minister should invariably take a meeting every morning with the chief secretary, home secretary, DGP, DG/IG  Intelligence and commissioner of police (of the state capital) to  review the security situation and issue suitable guidance," the letter said.
