Delhi Police submits mall shootout report to NHRC

The Delhi police submitted a report on the controversial Diwali-eve Ansal Plaza encounter, in which two Lashkar-e-Tayiba terrorists were killed, to the National Human Rights Commission.

The NHRC had asked the Delhi police, on November 6, to submit a report within a week on the authenticity of the encounter.

The report maintained that the shootout was not stage-managed, police sources said.

The sequence of events beginning from the intelligence inputs to the killing of the terrorists, who have been identified as Pakistani nationals on the basis of diaries, other documents and a mobile phone recovered from them, and versions of the witnesses have been included in the report, they said.

Regarding Dr Hari Krishna, who claims to be a witness and alleged that the encounter was 'stage-managed', the police said it has cited evidence to prove that he was not present at Ansal Plaza when the shootout took place at around 1900 IST on November 3.

The police has attached details of his mobile phone conversations to establish his location away from Ansal Plaza and to prove that he had reached the mall more than two hours after the encounter.

Details about Krishna's background have also been included in the report to question the credibility of his version on the basis of which some human rights activists approached the NHRC.

The police has cited several criminal cases against Krishna in Uttar Pradesh and Delhi, they said.

The NHRC had issued the notices to Police Commissioner R S Gupta, Joint Commissioner (Special Cell) Neeraj Kumar and Deputy Commissioner of Police (Special Cell) Ashok Chand on a complaint by some human rights activists following Krishna's allegations.

According to police, the terrorists -- Dawood Ali and Ezaz Ahmed -- were killed in the basement of the posh shopping mall when they were preparing to kill shoppers.

Meanwhile, the NHRC said it would consider the report 'carefully' before giving its views on the matter.

"We have received the report and the Commission has to consider all material before passing any order in the matter," NHRC Chairman J S Verma said.

Asked how soon the order was expected, Verma said, "As soon as possible."
