Expelled Hizb commander challenges decision

The confrontation between former Hizbul Mujahideen commanders in Jammu & Kashmir and the outfit's leadership in Pakistan-occupied Kashmir deepened on Sunday with one of the three expelled members, Zafar Abdul Fateh, challenging the expulsion, saying the organisation's leaders had no idea of the realities in the state.

"The Hizb is not anybody's hand-maiden," Fateh, former 'divisional commander' of the outfit in Srinagar and Budgam, told a local news agency, which was quoted in some local dailies. "It is for the people of Kashmir to decide who remains or who is to be expelled from the organisation...

"Those who are sitting across [the Line of Control, in PoK] cannot claim to be representatives of Kashmir and the organisation as they have no understanding of the ground situation," he said.

Challenging the expulsion of himself, Abdul Majid Dar and Asad Yazdani, he said, "Nobody has a right to take such a decision. Only those people have a right who are representatives of the people and we are among them."

The Hizbul Mujahideen expelled the three former commanders on Saturday for 'violating' its policies and for their 'defiant' attitude.

Dar, who was the organisation's operational chief in Jammu & Kashmir, had declared a unilateral three-month ceasefire in August 2000. The ceasefire was called off by the outfit's 'supreme commander' based in Pakistan, Syed Salahuddin, in less than three weeks, but not before Hizb commanders, including Fateh and Yazdani, held two rounds of talks with the Union government.
