Centre unveils plan to curb terrorism
in J&K

The government on Tuesday announced a three-pronged strategy to tackle terrorism in Jammu and Kashmir.

Replying to a written question in Lok Sabha, Minister of State for Home Affairs Vidyasagar Rao said besides adopting a proactive approach towards cross-border terrorism, the government was laying stress on accelerating economic development in the state and was open to talks with all groups, which eschewed the path of violence.

The minister said there was no proposal to hold talks with terrorists or separatist outfits.

On Prime Minister Atal Bihari Vajpayee's call asking militants and separatist outfits to join the electoral process, Rao said: "[It] has evoked strong reaction from pro-Pakistan militant groups to the extent that they have issued threats of stern action against those participating in elections."

He said that the government was providing all possible assistance to ensure smooth conduct of election in the state.
