Militant outfits mull 'open war' with India

Pakistan-based militant groups on Sunday planned to intensify attacks in Jammu and Kashmir, and oppose the New York summit between Prime Minister Atal Bihari Vajpayee and Pakistan President Pervez Musharraf later this month.

A report on the Web site of Lashker-e-Tayiba on Monday said all the outfits, which met at a seminar in Rawalpindi on Sunday, had decided to step-up attacks against the security forces in Kashmir.

Leaders of a number of groups who took part in the seminar on Stability of Pakistan and Jihadi Organisations, organised by the Al-Badr, also opposed the proposed dialogue at New York.

They decided to target important personalities and "devise a line of action" for large-scale attacks on sensitive Indian Army installations, it said.

The vice chairman of the United Jihad Council, Muhammad Usman, threatened to open another warfront like Kargil in Kashmir if the Indian security forces "continued to violate human rights in J&K".

"We are weighing the option of an open war with India by capturing a part of Kashmir," he said.

Main speaker at the seminar was former Inter-Service Intelligence chief Hameed Gul, who said since the Pakistan army had failed to "liberate" Kashmir, it should declare a jihad in the valley with the help of all militant outfits.
