The J&K Cease-fire: Facts and figures

Mukhtar Ahmad in Srinagar

As the official six-month cease-fire came to a close on Friday, figures relating to incidents of violence, civilian killings, grenade attacks, abductions and arms-snatching during the cease-fire make interesting reading, compared to the period before cessation of official combat operations against militants.

From November 28, 2000 to May 15, 2001 (169 days of cease-fire), there were 17 fidayeen attacks across the state, and 213 grenade attacks by militants, as against 127 such attacks during six months before the cease-fire.

According to a spokesman of the Jammu and Kashmir government, there were 166 blasts, triggered off by militants, as against 138 before the cease-fire.

Similarly, there were 110 cases of arson as against the earlier 67.

During the past six months, there were 22 rocket attacks, as against the earlier 15, there were 468 random attacks, as against 268, and 32 incidents of arms-snatching by militants during the cease-fire, as against just nine before it.

There were 535 civilian killings during the cease-fire, as against 423 before it. Sixty-five police personnel were killed by militants during the cease-fire period, as against 44 during an equal number of days before the cease-fire.

One hundred and eighty-nine security force officers of paramilitary forces and the army were killed in mine blasts and ambush operations by the militants during the cease-fire period, as against 153 before this period.

According to the spokesman, administrative action against the militants recorded a natural decline during the cease-fire, which resulted in fewer militants getting killed by the security forces during the cease-fire across the state.

Five hundred and eighty-seven militants were killed by the security forces during the cease-fire days, as against 886 killed in equal number of days before the ceasefire.

Fewer militants were arrested during the cease-fire days.

The spokesman said that 159 militants were arrested during the period, as against 335 during an equal number of days before the cease-fire.

Twenty-six militants surrendered before the security forces across the state during the cease-fire period, as against 70 who surrendered during an equal number of days before the cease-fire.

Various leading human rights activists and 'separatist' politicians have been accusing the security forces, especially the special operations group of killing nearly three dozen persons in custody during the cease-fire.

The break-up of militants killed during 169 days of the cease-fire in various districts of Jammu and Kashmir is: Srinagar 23, Badgam 23, Baramulla 47, Kupwara 57, Anantnag 33, Pulwama 11, Jammu 28, Doda 44, Rajouri 65, Poonch 145, Udhumpur 18, Kathua 8 .

Baramulla has recorded maximum militancy-related incidents during the cease-fire, followed by Doda, Kupwara, Anantnag, Poonch, Srinagar, Pulwama, Rajouri, Badgam, Udhampur and Jammu district.
