Fed up of ragging, student flees from Goa institute

A teenager from Delhi, who was subjected to torturous ragging in Goa, has quit the Institute of Hotel Management and Catering Technology and fled back home.

Taking serious note of the incident, the second of its kind to come to light in the state in the last one month, Chief Minister Manohar Parrikar has ordered the police to investigate the case and take stern action against the guilty 'seniors'.

Though the Porvorim police have started investigating the matter after the institute's principal forwarded a complaint received from the mother of Shailender Agarwal, the identity of his tormentors is still unknown.

According to a written complaint filed by Kamala Agarwal, her son was taken to a lonely place by four boys and two girls on July 20, stripped naked and forced to smoke a cigarette stuffed with drugs.

When Shailender became unconscious he was taken back to the hostel. He fled to Delhi when he was 'ordered' to come back for another round on July 23 with money for his tormentors and his head tonsured.

Agarwal said in her letter that the career of her son, who secured 77 per cent in the senior secondary examination, had been ruined by the lust for ragging of some students.

The police have summoned Shailender and his mother to identify the culprits, and filed a case against the unknown students for wrongful confinement, dishonouring a person, assault and criminal intimidation with common intention.

Principal Roque D'Cruz said the students involved in such incidents are mainly from outside Goa, who victimise people from their own region.

"We have taken stern action against such elements even in the past," he said.

While police investigations are held up for lack of evidence, the principal has already conducted an inquiry in this regard. "The incident took place outside our premises," D'Cruz stated.

Meanwhile, the Bharatiya Janata Party government last week rejected the anti-ragging bill brought in the House by Jitendra Deshprabhu, a Congress legislator, stating that provisions in the existing laws are strong enough to punish a person involved in ragging.
