Masood Azhar, Dawood in terrorists' list

India on Monday handed over a list of 20 terrorists and criminals to Pakistan Deputy High Commissioner Abbas Jilani.

External affairs ministry spokeswoman Nirupama Rao Rao said that MEA's joint secretary and chief of the Iran/Pakistan/Afghanistan division, Arun Kumar Singh, summoned the Pakistan deputy high commissioner and handed over the list.

She pointed out that among those included in the list were the Jaish-e-Mohammed chief Masood Azhar, the prime accused in the Bombay blast Dawood Ibrahim and terrorists involved in the hijack of the Indian Airlines Flight IC 814.

The list also has the names of some Punjab and Kashmiri terrorists.

The meeting between the MEA joint secretary and the Pakistan deputy high commissioner was at 1400 hours (IST), she pointed out.

When pointed out that Pakistan did not have an extradition treaty with India, Rao asserted that the 20 outlaws could nevertheless be sent to India as there were other ways approved by the international community in special circumstances.

"It is time now for Pakistan to act concretely against the terrorists," she said, adding "the onus is now for it (Pakistan) to create a conducive atmosphere for talks with India."

"Much more needs to be done by Pakistan and the bottomline is that the cross-border terrorism against India directed from Pakistan has to be totally eliminated," Rao asserted.
