Security forces to change tactics, to focus on confidence-building measures

Union Home Minister L K Advani on Thursday told the Lok Sabha that the unified headquarters in Jammu and Kashmir had been directed to initiate fresh tactics and modify the dynamic deployment of security forces to reassure the people in militancy-affected areas.

He assured the House that the government would leave no stone unturned to restore peace in J&K and sought its support for the same.

Advani pointed out that India was fighting a proxy war of multiple dimensions unleashed by an inimical neighbour, which had no qualms in rationalising the brutal killing of innocent men women and children as a 'freedom struggle'.

He said that the government has decided to enforce the Armed Forces Special Powers Act in six districts of the state to strengthen counter-terrorism efforts.

So far, the act had been in force only in a 20 km belt along the Line of Control throughout J&K. It has been so since 1990.

He said the number of police officers authorised for Doda had been increased by 1,000.

Secondly, along with increasing the effectiveness of the existing village defence committees, it was decided to experiment with defence committees for shepherds who take their sheep to the higher reaches of the mountains for grazing during the summer months.

Advani said that fencing work would be taken up at the Jammu railway station and it would be better illuminated to ensure greater security.
