Senior Hurriyat Conference member Abdul Ghani Lone said on Wednesday that the Indian government's reluctance to issue passports to some leaders of the separatist conglomerate showed that it was not sincere about resolving the Kashmir dispute peacefully.
The former Hurriyat chairman said his organisation wanted to break the deadlock prevailing between India and Pakistan over the issue by talking to militant organisations and the government of the neighbouring country.
While India has been saying that Pakistan should stop aiding militancy in Kashmir before any talks could begin, Pakistan was never going to accept that it was aiding terrorism in Kashmir and would continue to insist that it was giving only moral, diplomatic and political support to the militants.
In such a situation, a visit by Hurriyat leaders would help prepare a conducive atmosphere for talks, he reasoned.
Lone said the unilateral declaration of Non-Initiation of Combat Operations was not sufficient to resolve the Kashmir imbroglio. He said the unilateral cease-fire had no relevance as the militants had rejected it from the very beginning.
He alleged that the security forces, despite the cease-fire, were killing innocent people in fake encounters. He said the government's proactive policy could in any case not be a means for restoring peace in the State. "The security forces are carrying out their crackdown against the people in the name of a proactive policy," he said.
