Jagir Kaur's security officer surrenders to the CBI

Nishan Singh, personal security officer of Shiromani Gurdwara Parbhandak Committee president Bibi Jagir Kaur and an accused in the mysterious death of her teenaged daughter Harpreet Kaur, surrendered to the Central Bureau of Investigation in New Delhi on Saturday.

Immediately after his surrender, Singh was formally arrested by the special investigating unit of the agency.

Singh, a Punjab police officer, is the sixth person to be arrested in the case after the CBI mentioned seven names, including that of the SGPC chief, in its first information report submitted before the Punjab and Haryana high court.

An undertaking about the surrender was given by Nishan Singh's counsel to Justice V M Jain of the Punjab and Haryana high court in Chandigarh on Friday.

The court was disposing of Singh's petition seeking protection of his "rights" in case he surrendered.

Justice Jain directed the CBI not to arrest Singh before 1000 IST on Saturday, the time by when he had to surrender before the investigating officer at the CBI headquarters.

The high court judge also said that if Nishan Singh did not surrender by the time fixed before the court the order would cease to exist.

Justice Jain further directed the CBI to fully comply with the guidelines laid down by the Supreme Court with regard to custodial interrogation -- producing the accused before a magistrate every 48 hours, regular medical examination and allowing his lawyer during the interrogation, though not throughout.
