Spell out Kashmir policy, Congress tells CentreThe Congress Saturday held the Union government responsible for the recent militant attacks on security forces in Jammu and Kashmir, and urged it to spell out the steps it would take to curb such activities. ''It appears that the security forces, in the absence of a well-defined anti-terrorist policy, are being hampered and are themselves subjected to intense terrorist attacks in their own establishments,'' Congress Spokesman Ajit Jogi said. It was distressing that the government ''is at a loss to decide the course of action to be followed. The country cannot afford to get embroiled in a situation similar to Kargil and the hijacking of the Indian Airlines plane. It is therefore the primary duty of the government to inform the country about the specific steps it intends to take to curb and terminate the unabated terrorist activity in the state.'' It was the responsibility of the government to give clear instructions to the security forces, which had repeatedly shed blood to cement the integration of Jammu and Kashmir with the rest of the country, the Congress said. Condemning Pakistan's support to trans-border terrorism, the party said India had to counter it effectively. It was a matter of grave concern that all the desirable parameters of governance in the state ''are being allowed to be dismantled one by one.'' ''There seems to be no coherence in the actions of the government. Nor is there a well-thought out policy framework to maintain the integrity of the state,'' Jogi alleged. UNI
