Dawood had agreed to surrender: Advani

Notorious gangster Dawood Ibrahim had conveyed to the Indian government his willingness to surrender under some conditions. But the government rejected this proposal of conditional surrender, Home Minister Lal Krishna Advani told the Lok Sabha on Monday.

According to available information the underworld don is in Dubai at present. The extradition treaty between India and the United Arab Emirates signed at New Delhi on October 10, 1999, will come into force after the exchange of instruments of ratification by the two contracting states. India has already ratified the treaty. Instruments of ratification will be exchanged after the UAE government completes the process of ratification, Advani said.

Concerted efforts have been made for the arrest of Dawood Ibrahim ever since the bomb blasts took place in Bombay in March 1993, Advani said. These include his being declared a proclaimed offender by the designated court, Bombay under Section 8(3) of the Terrorist and Disruptive Activities (Prevention) Act, 1987, and R W Section 82 of the criminal procedure code, the issuing of a Red Corner Notice against him by the Interpol Secretariat General, Lyons and the attachment of his known properties by the designated court, Bombay.
