HUDCO on Tuesday said it would construct 250-400 community centres across quake-ravaged Jammu and Kashmir before the start of winter and had earmarked up to Rs 250 crore (Rs 2.5 billion) for disbursal as loan to agencies engaged in reconstruction work.

"We are building community centres in 100 villages of J&K to provide quick relief to the victims," Hudco chairman and managing director P S Rana told PTI in New Delhi.

Each community centre will be built at an estimated cost of around Rs 12-15 lakhs (Rs 1.2-1.5 million) and will have capacity to house about 100 people, Rana said.

"We will take population of a village into consideration before awarding specific number of community centre," he said.

Rana said Hudco has earmarked a loan of Rs 250 crore at concessional rate for agencies engaged in reconstruction work in the quake-hit state.

The housing organisation would extend technical cooperation to such agencies in J&K, he said and pointed out that houses in the state would be built on the basis of a specific engineering model since it was declared a quake-prone area.

Ministry of urban development has entrusted three state-owned agencies - Hudco, Central Public Works Division and National Building Construction Corporation Ltd - to oversee post-quake construction work in the state.

Rana said the urban development ministry has asked the three agencies to ensure landing of all building materials in the villages by November 15, after which the region could become inaccessible due to winter snow.

Construction of shelters for civilians was in the planning stage, he said.
