Income tax revolution in the offing: CBDT

Expecting income tax revolution, the Centre on Thursday said there was no limit to reforms in the country and as a prelude to make tax administration simpler, chartered accountants could function as intermediaries for obtaining permanent account number and e-filing of TDS returns by March.
"Income tax revolution is going to take place. There is no limit to reforms in the income tax department and in the country as a whole," Central Board of Direct Taxes member B Swarup said in New Delhi, announcing the Centre's decision to outsource the e-filing of TDS returns and facilitating allotment of PAN to chartered accountants and other tax professionals.
The scheme has been accorded in principle approval by the finance ministry, he said.
Swarup said the income tax department wanted to restrict and focus on revenue collection and "will have to outsource all the work that could be done cheaply by outside agencies."
Stressing that it was their endeavour "to move from raid raj to technology raj," he said the department wanted to do away with discretional scrutiny of corporate assessees.
Highlighting that the new scheme of allowing chartered accountants to function as intermediaries would become operational by March, he said it would give the much- needed relief to the existing and potential tax asseesees.
Under the scheme, whose nitty-gritty is yet to be worked out, a taxpayer has to furnish all information to a chartered accountant or tax professional, who is an e-intermediary, for applying for PAN and can obtain PAN online, but there would be service charges, which may vary according to clients and the professionals.
