ABTO asks govt not to implement Trai recommendations

The basic telecom operators on Monday accused the Telecom Regulatory Authority of India of not following the process of transparent consultation on matters as significant as amending the licence terms of one set of operators, which lead to benefit another set of operators and urged the government not to implement Trai's recommendations.
Trai last week wrote a letter to the department of telecom to clarify/amend the licence of basic operators in order to limit the mobility of wireless in local loop services within a local call area known as SDCA and to restrict operators from offering multiple registration and call forwarding facility on WLL phones.

"This kind of approach from a regulatory body is unexpected, improper and completely against all norms and principles of fair competition and natural justice," Association of Basic Telecom Operators said in a statement in New Delhi.
Trai itself has noted that on strict examination of the licence terms and services being offered by the basic service operators, it has not found any violation, ABTO said.
"However, despite this, Trai has apparently felt it right to recommend clarification/amendment that is clearly going to benefit the cellular operators at the cost of the basic telecom sector jeopardising the roll-out of networks and investments of over Rs 20,000 crore (Rs 200 billion)," it added.
"The government as licensor is requested to ignore these recommendations of Trai and thereby save grave damage being caused to the basic service industry," ABTO added.
