8 states willing to buy DPC power: Godbole

Eight states have indicated willingness to buy power from the bankrupt energy major Enron Corp's troubled Dabhol Power Company on a 'take and pay' basis, according to the report of Godbole renegotiations committee.

"As against DPC's offer of power offtake on take or pay basis eight states have indicated their willingness," the committee, headed by former Union Home Secretary Madhav Godbole, said in its report tabled in the Maharashtra assembly on Wednesday.

The committee has noted that 1,000-1,300 MW of power was primarily seasonal in nature arising mainly between November and May.

"This demand will materialise only if the tariff worked out between Rs 2.25 and Rs 2.40 per unit," the report pointed out.

Godbole has observed that being a base load station, operating of DPC's plant at a 90 per cent plant load factor seems to be difficult.

The eight states, which have evinced interest are Delhi, Punjab, Rajasthan, Harayana, Uttar Pradesh, Karnataka, Madhya Pradesh and Maharashtra.

Recommending sale of DPC's power to the electricity board of these states, the committee feels that they would be better off absorbing and supplying quality power to consumers instead of resorting to regular load shedding.

The committee, which includes HDFC chairman, Centre's representative A V Gokak and energy anaylst E A S Sharma, was constituted on April 30 to negotiate and lower the tariff structure with DPC.
