An estimated 42 per cent of nearly two million voters exercised their right to franchise in the second phase of the Jammu & Kashmir assembly election on Tuesday.
The Election Commission felt that militant attacks in the run-up to the election acted as a dampener on the turnout.
Deputy Election Commissioner Sayan Chatterjee said the second phase of polling in 28 constituencies covering 2,160 polling stations in Jammu, Srinagar, and Budgam districts was "by and large incident-free".
"If militant attacks immediately prior to the polls were not there, the voting percentage would have been a little higher," Chatterjee said.
In keeping with the first phase, the turnout in rural areas was higher in the second phase as well, he said.
Jammu with 13 constituencies recorded the highest voter turnout of 59 per cent followed by Budgam, which has five constituencies, with 51 per cent. The 10 constituencies in Srinagar, a stronghold of the All Parties Hurriyat Conference, which had called for a boycott, recorded just 11 per cent voting.
While the Chhamb assembly constituency in Jammu district recorded the highest turnout of 70 per cent, Habbakadal in Srinagar, once dominated by Hindus, registered just 1 per cent.
On the Kashmiri migrant voter turnout, Chatterjee said that of the 305 registered voters in Udhampur, 92 exercised their franchise, while 2,326 out of 6,585 registered voters did so in Jammu and 78 out of 418 in Delhi.
