Janaki Ballabh Patnaik first won this seat on the Congress ticket in 1971, and lost it in 1977 to the BLD. He won the next two rounds, in 1980 and 1984, but was defeated by Srikant Jena (Janata Dal) in 1989 and 1991. In 1996, the seat was won by Biju Patnaik, who defeated the Congress's Anadi Charan Sahu by 58,000 votes.
