Best was forced to quit the Test series against England earlier this month because of a back problem. Jacobs, however, is expected to be in the West Indies team for the third Test in Manchester which starts on Thursday.
Ravi Rampaul, Devon Smith, Carlton Baugh and Darren Sammy, who, like Best and Jacobs, were in the squad which played in the triangular one-day series involving hosts England and New Zealand in June and July, were also omitted for the Champions Trophy.
Brian Lara is leading the team on the current tour of England but West Indies will not name their Champions Trophy captain until Wednesday.
The skipper will be appointed following a meeting of the West Indies Cricket Board (WICB)
Joey Carew, the acting chairman of selectors, said paceman Mervyn Dillon had been recalled to add experience and consistency to the bowling.
Carew also said Wavell Hinds was now fully fit and that his all-round ability would strengthen the team.
West Indies meet Bangladesh (Sept. 15) and South Africa (Sept. 18) in Pool B of the Champions Trophy.
